You are not locked in to that state. The funds can be used for a college 
  in any state.

Direct-Sold is just a term indicating that the 529 College Savings Plan 
is sold directly by the program, rather than through a broker (with 
possibly higher fees). Some have restrictions on who may purchase 
through Direct-Sold, such as being a resident of that state.
