You apply for it using the Free Application for Federal Student Aid 
(FAFSA)and any other forms required by your colleges.

While lower income people may have more eligibility, even higher income 
people may have eligibility depending on all the answers to the FAFSA 
questions and the cost of the college.

Whether you get what you think is "enough" remains to be seen, but 
everyone should apply.
