They don't. They get it from:

Mom and Dad,
GrandMa and GrandPa,
loans and loans and loans,
Working at the local mall for $8 per hour, 
selling body parts, 
designing web pages, 
e-mail scams,
actin as photography models. 
 
Serious.
That is what I've seen over 4 years.

unless they are part of some ethnic group that the college is looking 
to attract. 

Hispanic heritage results in $2k per semester financial aid at a local 
community college.

Bulgarian nationals were getting a free ride
at a 4 year NJ state school. They wanted the campus population to have 
an international "feel"

A history of exceptional high grades is usually worth some financial 
aid dollars.
